MARTINSBURG — The Governor's Advisory Council on Substance Abuse held a meeting at the Berkeley County Sheriff's Department to discuss strategies and strengthen collaboration on Thursday.GACSA meets regularly throughout the state to promote discussion on substance abuse and encourage community involvement to assist in the state's deadly battle with addictive substances."We want to show and share different models being developed and implemented in each region," said Kim Walsh, Deputy Commissioner with the WV DHHR Bureau for Behavioral Health and Human Facilities.
